These are all services/programs/utilities for designing web sites, working with HTML and web hosting. It's all stuff that I use (or have used at one time or another) and like. Yes, there are TONS of good things on the Internet but there is lots of crap as well. I have compiled this list to let you benefit from my experience so hopefully you won't have to waste as much time as I have finding the good programs that actually work, are not bundled with loads of spy and adware, cause conflicts with other programs, cause conflicts with Windows, make you swear like a sailor with Turrets, make you stay up all night reinstalling your OS and apps from scratch, etc.

Google Sites - Create a site, share files, control access and it's free.
Windows Live Spaces - Create a site, add friends, share pictures, store files and it's free.
HTML
HTML-Kit 292 - The best free HTML editor I have ever seen. There are loads of plug-ins available; Tidy, link checkers, search for text strings in directories, preview code in any browser you have installed, etc., etc.. It's what I use.
- Notepad++ - For those that are more comfortable coding from scratch this text editor has everything you could ask for.
- HTML Font Colorizer - This is what I used to color the text on the old version of c r i m i n a l e . c o m and before I had a clue what the rainbow colors really meant. Neat-o.
Scripts
- Email Hider - Hello! Bots are constantly scanning the web harvesting email addresses from web pages. This script lets you dynamically write an email address to a web page without displaying the "mailto:" text that the bots look for. This script does not even contain the text "mailto:", "@" or anything else that a bot could possibly be trying to find. Word.
- Cool Redirect - Ever wanted to redirect a user to another web page after a predetermined amount of time and wanted to display a counter showing the number of seconds until redirect? Here it is.
Code
Xenu's Link sleuth - Woah... this baby is thorough! It finds broken links in your (or any) site and even checks Java code, image references, everything. And then you can generate a report when you are done. On a larger site, which mine kinda sorta is, it gobbles resources so don't run all your other programs when this is churning away.
